Harvey Lee Scroggins, 85, of Elgin, passed away suddenly on December 6, 2021. He is survived by his wife, Bernice. He will lie in state at Elgin Funeral Home, Wednesday, December 15th from 12:00 PM until 6:00 PM. A Home-Going Celebration will be conducted at Elgin Funeral Home on Thursday, December 16th at 11:00 AM. Interment will follow at Westbrook Cemetery.
