Elroy Milligan, Sr., 70, of Elgin, passed away peacefully Wednesday, January 15, 2020. A Home-Going Celebration will be conducted at the Mount Carmel Baptist Church, Saturday, January 25th at 11:00 AM with the Reverend, Byron Green presiding. Inurnment will be private.
